David Hardcastle is Professor of Social Work at University of Maryland and an experienced academician and community practitioner. He has engaged in, taught, and been a disciplined observer of community practice in a range of settings from rural farm workers' unions to urban agency coordination for over 40 years.

Patricia Powers is Adjunct Professor of Social Work at University of Maryland and a lobbyist for the Friends Committee on National Legislation.
