Consider the scope of Article 3. In particular what is meant by "the legislature". (See 22.5)
Does the Convention satisfy the requirements found in Article 25 of the ICCPR on public participation? (See 22.5.2).
Consider whether a combination of Article 3 of the First Protocol linked with other rights, such as freedom of expression (Article 10) and freedom of association (Article 11), is sufficient for full public participation.
