Question 1

Note the basic right (see 21.2 and the Belgian Linguistics case). Note, too, that the existence of (at least) universal primary education is presumed in the Court's judgments.
The basic right is a minimum – consider what else is expressed or implied in, for example, the court's concept of a pluralist and diverse education. (See 21.2 and 21.3)

Consider the nature of the second sentence right and the way it is balanced with the right of the state to regulate education in the public interest. (See 21.5)
