The data began in 1968, and only includes international terrorist incidents from 1968-1997. From 1998 onward it includes both international and domestic attacks

The United States Department of State: Patterns of Terrorism series is a compilation on international terrorist incidents around the world. The series began in 1991. The data are not restricted to attacks involving the United States and against US interests or American citizens abroad. The data from1991 to 2003 are comprehensive and considered reliable. Questions were raised about the 2004 data which were then withdrawn for possible correction and later release
