1. How does the Highly Skilled Migrant Programme rate against the DFID standards for migration policy?
Refer to the report quoted in the introduction to this chapter.
Compare DFID's comments with the avowed purpose of the Highly Skilled Migrants Programme and the conduct of it as shown in the changes to the programme. Note that since the tribunal decision in AA the High Court has made a different decision in R (on the application of HSMP Forum Ltd) v SSHD [2008] EWHC 664 (Admin).
2. What elements would you like to see in a code of practice for the media on reporting on immigration and asylum issues?
Bear in mind the right to freedom of expression and to impart information and the rights and freedoms of those who are the subject of reporting.
