The National Association for the Care and Resettlement of Offenders has a specialist team working on issues concerning ethnic minorities. This site gives online access to their briefing papers.

When the Ministry of Justice was formed from the split in the Home Office in 2 007 it took over responsibility for the s. 95 publications which can be accessed online through this web link. The National Offender Management Service falls within the Ministry of Justice so it is also worth searching this site for any relevant NOMS publications.

The Home Office unit responsible for Research, Development and Statistics produced the s. 95 publications from 1992 until the Home Office was split; so this site contains s. 95 material up to that point. The department has also long been responsible for a wide range of relevant research and statistical publications, some of which are cited in the references in this chapter and many of which can be accessed online.

The Dutch Ministry of Justice website is accessible in English and contains a lot of research publications and statistics related to ethnic minorities in their criminal justice system. It may be of interest to compare these with the material produced by the Home Office and Ministry of Justice and also with the American research and statistics that are available online from two main sources, as follows.

The Vera Institute of Justice is a major independent American research organization which describes itself as ‘an independent center for policy and practice, making justice systems fairer and more effective through research and innovation’.

This link goes direct to offender statistics within the US Department of Justice’s Bureau of Justice Statistics and is a good place to start. Searches can then be widened to publications from other parts of the Department of Justice and to relevant external sites.

Created in 1997 provides a Roundtable to facilitate information sharing among researchers, students, practitioners and others interested in the issues of racism and ethnicity in criminology and criminal justice. Also includes quick links to the Stephen Lawrence Inquiry Report and the Race Relations (Amendment) Act 2000.

Created by the Race Relations Act 1976 to tackle racial discrimination and promote racial equality in the public and private sectors in both a legislative and a campaigning capacity. The site also contains links to the recent amendments of the 1976 act in the Race Relations Regulations 2003 and recent publications and news releases.

The Black Information Link (BLINK):

Set up by the 1990 Trust as an “Independent Community Interactive Site for Black Communities.” It is a charitable organisation working on issues that have an effect on the lives of African, Asian, and Caribbean people in the United Kingdom and Europe. The site has a section devoted to legal changes that affect race relations and a separate section reporting on all aspects of the Stephen Lawrence Inquiry including a full text report.

Set up as an educational charity in 1958 to carry out research on Race Relations throughout the world. Today it is a highly regarded think tank and provides analysis of racism in areas such as the press, the police, deaths in custody, immigration and exclusions from school.

Campaign Against Racism and Fascism (CARF):

An independent anti-racist magazine, that works alongside the IRR to provide resistance against racism in such areas as deaths in custody, immigration, employment and also on the prevention of violent, racially motivated attacks.

Searchlight:

Set up in 1975 and aims to combat racism, neo-Nazism, fascism and all forms of prejudice. Provides up to date news stories on all extreme right wing political groups around the world as well as links to sites in other countries that make up the “International Anti-fascist Network for Research and Action.”

The Runnymede Trust:

Founded in 1968 aims to be build an effective partnership between ethnic minority communities against policy makers. It provides strategies in areas such as education, the criminal justice system, employment and citizenship and contains copies of all recent projects and publications undertaken in these areas.

UNITED for Intercultural Action:

A voluntary cooperation of more than 560 organisations from 49 European countries working together to form “the biggest anti-racism network” which aims to provide protection from racism in immigration issues.

The Refugee Council:

Provides advice and assistance in all areas of immigration and asylum. The site contains up to date immigration statistics and analysis of the implications of these statistics in its publications section.

UK Border Agency:

Part of the Home Office responsible for Immigration control. Also considers applications for permission to stay, citizenship and asylum. The site provides basic information on UK Immigration control and what people’s rights and responsibilities are when making an application.

IQRA Trust's Prisoners Welfare (UK):

Works to promote a better understanding of the needs of Muslim inmates in British prisons. The site contains all recent publications and research undertaken by the trust.
